About Us: Al Freer, Vice President Price-to-Win
Al has over 30 years of experience with expertise in the areas
of Price-to-Win analysis, project management, capture
management, proposal management, project operations, finance,
business, and administration. Al performs many different types
of cost and price-centric analysis for clients, ranging from
client rate analysis to strategic price-to-win (PTW) analysis
for client bids. In addition to performing PTW activities, he is
responsible for establishing and managing execution of all
efforts in these areas. Prior to joining ifour (now SM&A), Al
was Senior Manager of Business Development in the Intelligence &
Information Systems (IIS) Business at Raytheon. This business,
with revenues exceeding $2.5B, provides intelligence and
information systems and services to the U.S Intelligence
Community, DOD, and other government agencies. In this position,
Al provided leadership in the Price-to-Win Initiative and the
Capture Manager Development Program, as well as serving as the
lead instructor for the Raytheon Corporate Deal-to-Win
curriculum.
Prior to joining Raytheon, Al spent 16 years at TRW in various
business, finance, and project management leadership positions,
3 years in Dhahran, Saudi Arabia as Community Services Manager
for the Dhahran community, and 4 years as a commissioned officer
in the U.S. Air Force NavstarGPS Joint Program Office.
